Kissing: Same here, just go for it! (Please remember she's only 14 though, so keep it age appropriate! She will be super flustered, probably.)
Flirting: Go right ahead, although keep her age in mind.
Fighting: I'm okay with it in theory, but would prefer we talk about it OOCly before letting it happen ICly! Especially since fighting Madoka would be like hitting a sandbag. She just can't do anything in return.
Injuring: Same as fighting - I'm usually okay with it, let's just discuss it OOCly first.
Killing: Rather not, unless discussed.
Telepathy: Go right ahead, no need to ask permission! Feel free to indicate it in your tag that your character can read minds so I can make it clear what Madoka is thinking.
Mind/Body Control: Please first discuss this with me OOCly.
